摘要
立法是韩国建立和实施技术资格制度的重要手段。对于技术资格、技能考核及技能检定要领等不仅写入职业培训基本法里,而且制定了技术资格专门法规,同时还颁布了相关法规予以配套,这些法律法规形成了一个较为完备的体系。韩国建立和实施技术资格制度,不仅充分重视立法和用法,而且特别重视在实践运行中对法律的修改、补充和完善,使法规的立足点、支持点,更切合经济发展、人才培养实际。
The legislation is an important method to establish and implement technology qualifications system in South Korea. We can read technical qualifications, the skill inspection and the main point of skill examination and so on in the basic law of vocational training in South Korea. The special and related laws and regulations has been promulgated and formulated to form a more complete system. South Korea not only fully takes to legislate and use the laws and regulations, but also takes special revision, supplement and consummation to the laws and regulations in the practice movement to make the standpoint and support spot of laws and regulations suit to the economical development and reality of the talented raising in the estabishment and the implementation technology qualifiaeations system.
