摘要
在社会主义新农村建设中,运用社会工作的理论与方法,用社区能力建设的模式尝试社会工作介入农村社区发展;以内源发展能力缺失的新贫困范式,探讨中国社会结构变迁中的少数民族农村社区的贫困问题,帮助贫困社区解决深层次的发展问题,以克服一般发展理论和方法过于宏观的发展策略、过于注重技术和经济手段的干预而忽视人本身的改变和社区自身资源的利用带来的弊端,是一个值得探索的新方向,也是需要实践的行动领域。
This paper discusses the poverty-related problems in the construction of the new countryside in the minority areas of China. It adopts the theory and method of social work and analyzes the new poverty-model with inadequate self-dependent development potential. The construction model of community capacity in the rural areas is a new approach and orientation because the traditional development theories and methods rely too much on macro-strategies and the technological and economic means rather than the changes of man himself and the self-exploitation of the community resources.
