摘要
高校基层科研组织是一个复杂的、有机的、多相位的行政与研究的复合系统。就我国高校来说,其基层科研组织的类型主要有规划型、计划型和业务型之分,它们各有自己的功能和特点,以不同的角色发挥着它们各自的作用。文章对高校基层科研组织现状以及基层科研组织机构创新的重要意义进行了客观分析在此基础上,提出了高校基层科研组织创新的基本原则、建构途径、职能、条件,并对高校基层科研组织的效能进行了必要的分析。
Root level research units are classified in the following three groups ： planned, programmed and business-oriented, respectively characterized and playing each role. The paper looks into the status quo of the units in China and puts forward the basic organizing principle and the construction approaches as well as the functions.
