摘要
公立大学是我国高等教育的主体部分,公立大学的组织转型与制度变革是我国高等教育改革过程的重要组成部分。文章借鉴第三部门的组织设计、制度安排及相关理论,指出我国公立大学制度变革的前提是在三个层面上实现组织转型,即“作为自治组织的公立大学”、“作为非营利组织的公立大学”以及“作为非政府组织的公立大学。”
Public universities are the central part of higher education in China, organization transformation and institutional innovation are the important part of the reform of higher education in our couritry too. This paper states that premise of institutional innovation is the success of organizational transformation, namely public universities as autonomic organization and not-for-profit organization and nongovernmental organization.
