摘要
通过对同在一条沁河上而条件却有明显不同的张峰与磨滩二座大坝在施工导流中所出现的问题,说明正确的导流方案除必须研究导流工程自身的技术经济条件外,尤其要处理好与移民、施工准备、坝址区地形地质条件等外部条件的关系。全断面截流围堰的防洪标准,除考虑本工程自身的保护外,要特别注意围堰失事对下游河道沿岸村庄、工矿企业的影响。现行断流围堰洪水标准偏低,宜适当提高,并采用非常溢洪道等应急措施。
This paper introduces the problems of dam construction diversion that occur in the construction process of Zhangfeng Project and Moran project. These two projects are constructed across the same river,Qinghe River, but the construction conditions are very different.In order to correctly determine construction diversion plan,the author indicates that besides the technique-economy condition of construction diversion works,the relationship of outside conditions between emigration,construction preparation and topography geology condition must be seriously handled.For the sake of determining flood control criterion of cofferdam in the condition that the closure plan in all bed of river is selected,the influence of cofferdam failure on the villages,factorys and mining industy enterprises must be thinked specially,except thinking the protect of the project itself.The current flood control criterion of closure in all bed of river is lower.The author suggests suitably raising it and applying some other measures such as emergency spillway etc.
