摘要
历史经验和现实困境表明,新农村建设必须依赖于理性的基层动员才能获得持续发展的动力,而理性的基层动员只有依靠政府和农村草根组织以外的社会组织的介入才能真正得以实现。
The dynamical power of the new countryaide＇s construction lies on the rational manner of the social grass- root mobilization. rational manner can be realized only if it is a fact that NGOs are able to join the new countrysid＇s construction.
