摘要
当前我国高速公路建设呈现投资主体多元化、融资方式多样化的发展趋势,高速公路运营管理模式也不尽相同,分割管理和行业监管弱化是两个突出问题。结合湖北省高速公路管理的现状及委托管理初步应用的情况,对行政事业型专业管理机构作为受托方的委托管理发挥的功能和作用进行了分析。认为推广行政事业型专业管理机构作为受托方的委托管理是解决问题的有效途径,并对推广委托管理,实现湖北省高速公路统一规范的行业管理的措施和载体提出了设想。
At present, accompanying the deve- lopment trend of multi-investors & diverse financing models in expressway construction, there occurred some diverse management models in expressway operation in our country,and following two outstanding problems, one is intersected ma- nagement, the other is weaken supervision. Basing on the expressway management condition of Hubei province and the tentative application of consignable management, this paper analyzes the function of consignable management with the professional administrative organization consignee, and points out that popularizing the consignable management is one of the effective countmeasures,and mainly conceive of the measures & carriers of popularizing the consignable management and implementing the uniform normative operation & management of expressway of Hubei province.
