摘要
目前,河南省农村剩余劳动力的转移面临一些困难。从政府的公共政策角度考察,其深层次的制度性制约因素主要有以下几个方面:土地制度改革不到位;农民社会福利保障制度缺乏;现行分税制财政体制不完善,财政对农村基础教育的投入不足,导致城乡基础教育差距扩大;农民工职业培训的财政保障机制不完善,培训资金匮乏;现行的一些歧视性政策增加了农民工就业的难度。
At present the transfer of Henan rural surplus labor faces some difficulties. From the angle of the government's public policy, the major institutional restricting factors include the imperfection of land system reform, lack of farmer's social welfare guarantee system, the imperfect present financial system with tax division and insufficient investment of finance in rural basic education resulting in the enlarging gap in basic education between the city and the country, the imperfection of financial guarantee mechanism for vocational training of farmer workers and deficiency of training fund.the oresent discriminating policies adding up the difficulty of farmer workers employment.
