摘要
近年来,在自然演变背景下,急剧的人类活动使珠江三角洲及口门水文特性发生较大变化,导致珠江三角洲腹部水位异常壅高,威胁珠江三角洲的经济繁荣和可持续发展。根据珠江河口目前的新情势、新问题,特别是严峻的防洪排涝情势,从“以人为本并尊重自然”的思想出发,结合社会经济发展需求,提出了珠江河口“点线片”的治理战略思想以及“重点控导、两线主干、侧汊辅之、两翼承纳”的战略框架。
In recent years,on the background of the natural evolution,the dramatic human activities have made the significant changes on the Pearl River Delta and the hydrologic characteristics of its estuary. It has led to the abnormal blocking to a higher water level at the central part of the Pearl River,threatening the economic prosperity and the sustainable development of the Pearl River Delta.This essay,based on the current situation and the new problems of the Pearl River Estuary （PRE）, particularly the severe situation on the flood control and the stagnant wa- ter drainage, in view of the thought of ＂Be human-based and respect the nature＂, combining with the demand in social and economic development,proposed the ＂Point-Line-Section＂ treatment strategy of the PRE and the strategic framework of ＂Control Key Parts, Take Both Lines As Trunk,Assist With Side Branches and Support With Both Wings＂.
