摘要
科技进步的外部性、知识产品的公共产品特性、财政资金的带动性决定了构建科技投入财政支撑体系的必要性。在此基础上,文章以宁波为例分析了当前我国科技投入存在的问题,最后提出了促使三项费用管理模式向科技投入财政支撑体系转变的设想和保障措施。
The externalities of scientific and technological progress, the public product features of knowledge products. and the promotion from the fiscal capital make it necessary to construct . the financial supporting system for scientific and technological projects investment. Based on this, this paper, taking Ningbo as an example, analyzes the problems existing in the current scientific and technological investment of China, and proposes the assumptions and guaranteeing measures for facilitating the transformation of the three-item capital fund supervision managing mode to the financial supporting system in scientific and technological investment.
