摘要
发展社会救助事业,关注民生,让改革发展的成果惠及困难群众,是我党“执政为民”宗旨的重要体现,是坚持科学发展观和构建社会主义和谐社会的内在要义和必然要求,也是社会文明与进步的具体反映。适应城市的经济社会发展需求来完善社会救助机制,已经成为一种时代要求与历史的必然。本文主要从政府救济与社会慈善互助两个层面分析我国社会救助机制的基本态势和问题,提出了完善社会救助机制的路径与思考:建立和完善推动社会救助事业发展的组织培育机制、法律法规保障机制、环境政策优化机制、宣传教育普及机制、政府职能部门的扶持监督机制和具有国际视野、富有中国特色和地方特点的理论创新机制等。
An important embodiment of CPC's principle of 'exercising the state power in the interests of the people' is to develop social assistance cause, to concern people's livelihood and let poor people enjoy the achievement of reform and development, which is also an internal content and inevitable demand of sticking to the scientific outlook on development and building of socialist harmonious society, and a reflection of social civilization and progress. It has already been an inevitable demand of current time and history to improve social assistance system corresponding to the economic and social development of urban areas. This paper analyses the basic situation and existing problems of our social assistance system from two levels, namely government relief and social charity. Then we put forward ways to improve social assistance systems: to establish and improve training mechanism, guarantee mechanism for laws and regulations, optimization mechanism for environmental policies, mechanism for universal education, supportive and supervisory mechanism for government functional department, as well as ideological innovation mechanism featuring international horizon, Chinese characteristics and local features.
