摘要
对外经济关系理论和中国发展的实践都表明,中国对外开放需要实现阶段性推进。中国开放型经济的发展将经历从规模扩张、结构提升到要素优化三个阶段,从沿海到内地各地区阶段性推进的进程有不同表现。当前,沿海地区需要实现从规模扩张向结构提升的转变,从而为进入要素优化阶段准备条件。各地区根据不同情况实现开放的阶段性推进,通过国内体制改革的深化来提高对外开放水平,完善宏观调控以用好内外两个市场、两种资源,加强培育本土企业以全面实现对外开放目标,调整对外经济发展模式以实现对外开放的科学发展,等等,是我国在新阶段上开放战略的新特征。
Both the theory of external economic relation and the practice of China's development have shown that China's opening-up to the outside world needs phased development. The development of China's open economy will experience three stages, from scale expansion, structure upgrade to the factor optimizing. The phased development will differ in varying regions from coastal area to the interior. At current, coastal areas need to achieve the transformation from scale expansion to structure upgrade, therefore make preparation to enter the stage of factor optimizing. According to different conditions, different regions will perform open and phased development, and enhance the opening-up through deepening the economic restructuring. Also, we should improve macro-control in order to make full uses of Two Markets and Two Resources, strengthen the upbringing of domestic enterprises to achieve the overall objects of opening-up, and readjust the development mode of external economy to fulfill the scientific development of opening-up, and etc. Those are new features of China's opening-up strategy in new phase.
