摘要
从矿产资源可持续利用的角度出发,指出我国现阶段在矿产资源的开发利用中存在着产权公共化、综合利用差、相对成本过低而贴现率过高等不合理状况。在此基础上提出了产权市场化、对综合利用实施外部补贴、社会成本内部化和压缩贴现率等措施,以求提高我国矿产资源开发利用的可持续性。
Starting from the sustainable exploitation and utilization of mineral resources, it is pointed out that there are some irrational conditions in the exploitation and utilization of mineral resources in China at present such as property right publicanization, poor comprehensive utilization, too low a relative cost while too high a discount rate, etc. Based on this, countermeasures are proposed, including property right marketization, external subsidies for the comprehensive utili- zation, social cost internalization and discount rate compression, so as to improve the sustainability of Chinag exploitation and utilization of mineral resources.
