二战后美国联邦政府干预高等教育的历史演变——政策法规的视角 被引量:4

The Process of the Federal Government′s Intervention in Higher Education after World War II

摘要 制定政策法规是美国联邦政府干预高等教育的重要途径之一。二战后美国联邦政府干预高等教育历程大致可以划分为四个时期:战后初期至20世纪50年代末,是干预的谨慎时期;从50年代末到60年代末,是干预的加强时期;从60年代末到80年代中期,是干预的减缓时期;从80年代中期以来,是干预的持续时期。本文分析了上述各个历史时期主要的联邦高教政策法规对高等教育的影响,并总结了联邦政府通过制定政策法规干预高等教育的若干特点。 Making policies and laws is one of the most important approaches for the Federal Government to intervene higher education. The process of the Federal Government intervening higher education after World War Ⅱ can be divided into four periods: "The period of wariness", from the end of World War Ⅱ to the end of 1950s; "The period of strengthening", from the end of 1950s to the end of 1960s; "The period of alleviation ", from the end of 1960s to the middle 1980s; "The period of continuity", from the middle 1980s to nowadays. In each period, some of the important policies and laws and their influences on American higher education are analyzed. Some characteristics of the Federal Government intervening higher education by making policies and laws are concluded at the end of this thesis.
