摘要
在社会主义新农村建设中,农村医疗保障的缺失已成为一个严峻的问题,农村医疗保障体系的建立已成为一个不容忽视的难题。然而,作为构建农村医疗保障体系主体的政府却存在着严重的功能缺失。因此,发挥政府的功能是构建中国农村医疗保障体系的路径选择之一。
In socialistic new countryside construction, the absence of medical guarantee in villages has become a serious problem, and to build its system has always been a difficult point that shouldn＇t be neglected. However, as being the main body in constructing it the government seriously lacks function. Therefore, to bring the government＇s function into play is one of avenues to be opted in building it.
