沿海快速发展地区区域系统耦合状态分析——以海南省为例 被引量:26

摘要 耦合状态是系统与系统之间、系统内要素与要素之间交互胁迫、交互依存关系的客观袁征,它刻画了某一时点区域系统的演进态势或趋向。基于区城系统要素组成度耦合机理分析,建立区域系统耦舍状态评价模型,依据1995年-2004年海南省的国民统计数据厦典型调研资料,进行区域系统耦合状态定量评价。结果表明:①1995年-2004年海南省区域综合支撑能力和区域发展消耗水平均呈现波动上升的趋势;②海南省区域综合支撑能力系统和区域发展消耗系统的演化速度表现出非同步性。其中前者呈下降态势,即由1995年的o.1239下降为2004年的0.0124。而后者呈稳步提高态势,年均增长速度为5.7%;③1995年-2004年海南省区域系统的耦合度一直处于[0°,45°]区间内,系统耦合状况的变化比较急剧。明确区域功能定位,转变发展理念是实现区域系统良性运转的基本前提;优化调整产业结构,加强高效热作农业基地建设,推广生态农业、生态旅游模式,倡导低能耗工业生产模式是最根本途径。 Hainan province is an important tropical agricultural production base in China.In recent years,it has developed very rapidly with the support of China' s opening policy. But at present there are many problems restricting the regional sustainable development, such as resources exhaustion and environment pollution. It is an original approach to valuate regional system evolution scientifically based on the system theory, and in this way, many internal characteristics of regional development may be discovered, so we can advance many advices to guide the sustainable running of regional system. Couple degree is an indicator reflecting the interaction relations among many systems or elements and evolution scenarios of the regional system on a spatio-temporal scale in a specific zone. Base on the analysis of system elements' characters and couple mechanism, mathematics models have been made to evaluate the couple degree of regional comprehensive support capacity and regional development consumption level, and have been applied to take a case study with Hainan province from 1995 to 2004. The conclusions are as follows: 1) Both the regional comprehensive support capacity and the regional development consumption level ascended, but fluctuated a little in this period; 2) The evolution velocities of the regional comprehensive support capacity system and the regional development consumption level system are not concordant; the former descended from 0.1239 in 1995 to 0.0124 in 2004 gradually,but the latter ascended with an annual velocity of 5.7% ; 3) The coupling degree of the regional inner system is in the scope of[0°,45°] ,and it changed very rapidly.Accordingly,the priority to keep the regional system in a good state has been given to make science-developing strategy with the guidance of sustainable development notion. Attention should be paid to the industrial structure optimization and the tropical agriculture base construction. Moreover, eco-agricultural and eco-tourism models and low energy-cost industry production models should be popularized and applied as well. Only by this way, the total resources consumption can be reduced rapidly; and will economy and society develop fast and healthily within the regional capacity ability in Hainan province in the future.
