摘要
本文从分析我国水资源的供需关系及特点出发，说明我国水资源与国际间的差距，国内南北方的不平衡，水资源的短缺制约了国民经济的持续发展，阐明了应把节水作为我国的一项基本国策的道理，从农业节水的潜力和途径来论述农业节水是节水中的战略重点。
Starting with analyzing the relationship between demand and supply of water resources in China, this paper reveals the gap of water resources between China and foreign countries, as well as the imbalance in water resources between the North and the South in China. The author points out that the deficiency of water resources has constraind the sustained,development of national economy. Also, this paper states that water saving should be taken as the basic national strategy, and testifies to the fact that agricultural water saving is the strategical priority point in water saving as viewed from the potentialities and approaches of agricultural water saving.
