摘要
对于我国海洋捕捞业,一些制度变量显著的影响着它的发展,其中尤以“入世”、“双控”制度、休渔制度以及“零增长”制度最为直接。本文通过应用计量模型,实证分析了这些制度要素对我国海洋捕捞业发展的影响,并认为除了“入世”制度要素以外,其他制度要素对我国海洋捕捞业的发展都起到了应有的效果,但同时也存在着一些问题,本文最后针对这些问题提出了政策建议。
For the marine fishing industry, many institutional factors influence its development The WTO entry, ＂Double-Control＂ system, fishing-preventing system and ＂Zero.growth＂ system have direct impact in particular. Through econometric model, we analyze the influence of the systems, and figure out ＂double-control＂ system, fishing-preventing system and ＂Zero-growth＂ system are efficient though improves is needed. At the end of the paper, some suggestion is proposed.
