摘要
解决农民问题是解决“三农”问题的突破口,解决农民问题的关键是建立起农民利益的保障机制,这需要从法律法规形成的制度环境以及投入和体制上着手。
Solution to the farmers confrontations is the key to the agriculture-based issues. Moreover the more important is the establishment of protection mechanisms for farmers, so that circumstances, budget and systems should be taken into account.
