摘要
大批量传播文化内容的电子出版，存在全国范围内“一次到位”的播存机制。因此，有可能创造一种新的网络结构，它可以像印刷书报那样存储到户、想用就用，像万维网那样内容丰富、自由取用，像广播电视那样主动到家、普及全民。
Many electronic publications for transmitting culture contents can come Into being Broad-Storage mechanism in the range of whole country, which is a one-off communication theory. So, a sort of new network framework is brought forward. In this network, the culture contents can be kept such as printed publication, can be uset freely such as WWW, and can be provided actively for the common people such as broadcasting and television network.
