摘要
文章认为中国建立DC型信托制企业年金之后,原有的4种运营模式应尽快让位,政府应尽快退出。从上海社保案可以看出,“政府控制型企业年金”存在诸多弊端,很难建立起一个良好的养老基金治理结构,而且容易被用于“为国民经济服务”这一不符合企业年金的目标。政府控制型企业年金的投资结果大多都不理想,投资行为也常常发生社会利益冲突。
This paper discusses the most-recent-issued policies on occupational pension plans in Guangdong Province and Tianjin,and argues that the local governments should withdraw from the management of occupational pension funds,and the 4 on-going management models should be replaced with the trust-based model.This is the most important lesson learnt from the Shanghai’s pension funds scandal.This astonishing case warns us of the negative consequence of“government-controlled occupational pension”model:first,it is unlikely to establish a good governance and subject to abusing and corruption;second,it often leads to so-called“economically target investments”(ETIs),which is inappropriate for the objective of meeting the retirement need of plan participants;third,it often yields poor investment return compared with market-oriented investment;finally,it often incurs interests conflicts and crowds out private investment.
