摘要
本文分析了科学发展观对进一步推进西部大开发的重要指导意义,指出,要进一步推进西部开发,就必须不断改善西部开发的软环境。文章把这种软环境区分为政策环境、制度环境、创业环境、投资环境、政务环境、干事环境等六种,并对这六种软环境的内涵和功能作了分析。
Building socialistic new countryside is great historic mission in the process of our country＇s modernization, if accomplish it, must adequately recognize that farmers are the main body of new countryside construction, realistically resolve the problem that ignoring farmers main body positions and advantages, highly value,respect and adequately exert the main body function of farmers build socialistic new countryside. So must keep the principle of the people foremost, forcefully raise farmers＇ synthetic qualities, and maintain cultivating new-type farmers throughout the socialistic new countryside construction.
