American information scientistes recognized that the concept of relevance was integral to information system design, development, and evaluation. They discussed the theory & practice problems including definition of relevance, basis of relevance judgments, characters of information retrieval behavior, methodologies and the models for system design and evaluation which have been introduced in this paper.
