摘要
1980年以来,国际服务贸易以高于货物贸易的速度发展,成为推动各国经济增长的重要力量。国际服务贸易的内部结构同时也发生了较大的变化。把握服务贸易迅速发展和服务产业国际转移的机遇,促进我国服务业内部结构升级成为摆在我们面前亟待解决的问题。重视人力资本积累和逐步加快服务贸易自由化是实现这一目标的重要举措。
International trade in services develops at a speed that is higher than that of trade in goods and becomes important motor for economic development since the 1980s. The structure of international trade in services changes a lot as well. How to make use of the fast development of trade in services and international transfer of service industry is put on the agenda. Pay more attention to the accumulation of human capital and accelerate the liberalization of trade in services step by step are two important measures to achieve this end.
