摘要
三年前,温州开展的“效能革命”在全国曾经引起不小的反响。它为什么会在民营经济快速发展的温州发生?它在地方政府管理改革方面提出了什么新问题?只有通过对温州“效能革命”发生的情况进行深入的研究和分析,才能深入了解民营经济发展对政府职能转变提出的新要求,才能懂得要想民营经济快速、健康发展,政府就必须从根本上解决体制和职能方面的创新问题,采取各种得力措施,尽一切办法建立良好的行政生态环境。
The effect revolution initiated in Wenzhou has ever had a great influence on the whole country for three years. Why has it taken place in Wenzhou where the private economy has been developed very fast？ What new questions have been put forward in the management reform in the local government？ This paper has analyzed the effect revolution, required the new demands for changing the functions of the government. The author thinks that by understanding the fast development of the private economy, the government must solve the problems in itself and take various measures to set up a good administrative environment.
