摘要
目的了解云南省艾滋病自愿咨询检测(VCT)点设置及工作现状。方法统一将“艾滋病自愿咨询检测(VCT)门诊(室)登记表”下发到16个州(市)疾病预防控制中心(CDC),数据经Excel录入并分析统计。结果全省共上报VCT点265个,其中CDC 150家(56.6%),妇幼医院30家(11.3%),医院43家(16.2%);有专门、保密咨询室的140家(52.8%),提供面对面咨询和电话咨询的机构187家(70.6%)。全省在VCT门诊(室)从事艾滋病咨询服务的人数871人,其中接受过省级或国家级培训的532人(61.1%),专职咨询人员307人(35.2%)。但由于工作缺乏规范性,有的地方开展的工作不能真实反映,有些上报的VCT点尚未开展VCT工作,有的电话咨询根本无人接听。另外,存在专职咨询员一人多职,未取得培训合格证的人员进行咨询的情况。结论云南省VCT网络已初具规模。进一步加大云南省VCT人员的培训,制定云南省“VCT工作管理规范”、“咨询技术规范”、“现场督导质量控制方案”,是紧迫和必需的工作。
Objective To investigate the distribution and management of VCT sites and quality of service so as to standardize VCT practice in Yunnan. Method A register form on VCT sites and service was delivered to 16 prefectures in the whole province and general information for VCT service in each prefecture was collected from September to October in 2005.Data were input into computer and analyzed by using Excel. Result The total number of VCT sites in the whole province was 265, among which 150 （56.6 % ） were located at local CDCs, 30 （ 11.3 % ） were located at MCH institutions and 43 were located in hospitals. Among the VCT sites in Yunnan, 140（52,8 % ） had specific confidential counseling rooms and 187 （70.6 % ） were able to provide face-to-face counseling. Totally, there were 871 staff members engaged in counseling service, and among them 532 （61.1% ） received training at the provincial level or national level, and 307 （ 35.2 % ） worked as full time counselors. Conclusion VCT service networks has been basically set up. Due to lack of a standardized reporting system, reported information may not reflect the true local situation,and some registered VCT sites fail to provide actual service and the established hotline remain unanswered. Besides,some of the staff members providing service have no certificate of receiving VCT training. Therefore,it is an urgent need to develop and distribute ＂VCT management protocol＂ and ＂Technical protocol for counseling＂ and to strengthen VCT training, field monitoring and quality control.
