摘要
数字鸿沟是伴随信息通信技术(ICT)发展所产生的新现象。我国应该确立以ICT为中心的信息化发展战略,坚持公平与效率兼顾的原则,走技术与经济跨越式发展道路。采取推行普遍服务政策,加强人才培养,优化技术贸易政策,建立国家创新体系,加快信息基础设施建设,创新金融制度等六个具体对策,实现缩小我国数字鸿沟的战略目标。
Digital Divide is a new phenomenon emerging with the development of information and communication technology （ICT）. China should establish an ICT-centric information application strategy for technological and economic leap-forward while stressing both justice and efficiency. Six tactics are proposed to bridge Digital Divide in China： implementing universal service, promoting training for quality professionals, optimizing technological trading system, establishing a national system for innovation, expediting information infrastructure and innovating China＇s financial structure.
