摘要 指挥控制组织面临的环境具有高度的不确定性。为了满足指控组织能够适应预测到的使命环境的需求,提出了鲁棒性组织的概念。分析了面向任务的组织设计三阶段方法,并从中抽取出使指控组织满足鲁棒性要求的关键问题——进行决策者—资源分配,从而获得具有鲁棒性的决策者之间的协调网络。通过将组织设计过程中的决策者—资源分配问题抽象为数学规划问题,建立了解决鲁棒性决策者协调网络的模型,并为解决该类问题设计了分组遗传算法。最后用一个实际案例进行计算,对比分析表明,分组遗传算法获得的结果具有更好的鲁棒性和组织性能。 The environment of C2 organization is high uncertainty. As for 3-phase organizational design process, the object was designing for the optimal organization to match the given mission, Therefore, this kind of organization couldn't fit the diverse environment, Robust organization can resolve the problem. After analyzing the 3-phase organizational design process, we've got the key problem which can make the organization become robust, that is, the DM-resource allocation and corresponding DM coordination network. We using a mathematics programming model represented the problem, then we designed the group genetic algorithm to solve the problem, Finally, we used the experiment data of A2C2 validate our method and contrasted the organization's performance with reference [4].
