摘要
欠发达地区民办职业教育具有可盈利性。承认其非营利性有利于维护教育"教书育人"的性质,而承认其营利性可能会使民办职业教育成为经营者赚钱的工具,进而降低教育质量。但保持民办职业教育的非营利性并不能很好地解决职业教育发展中的一些问题,因此以"非营利性"限制民办职业教育并非完美的制度安排,欠发达地区民办职业教育的营利性应建立在"不以营利为目的"的基础上。
Non-governmental vocational education have the nature of profit-making in undeveloped area. The admittance of its non-profitable nature is good for protecting the nature of ＂imparting knowledage and educating people＂ of education, and the admittance of its profitability can result that non-governmental vocational education become the tool for making money and decrease educational quality. The maintenance of non-profitable nature of non-governmental education can＇t solve its developing problems fully, and to limit non-governmental education by non-profitability isn＇t perfect system arrangement too. Therefore, the profitmaking of non-governmental education in undeveloped area should be based on ＂non-profitable purpose＂.
