Can Services Shoulder the Burden of Absorbing the Surplus Labour Force in China's Rural Areas?

摘要服务业就业比重的提高难用一个统一的理论基础来解释。发达国家服务业就业结构的变迁表明,服务业就业比重的提高实质上是以商务服务业为主的生产者服务业和以教育、医疗卫生业为主的社会服务业就业比重的提高。从目前来看,短期内我国服务业难以承担大规模转移农村剩余劳动力的任务。但通过发展劳动密集型制造业转移农村剩余劳动力不仅是可行的,也是必要的。 A literature review for the services employment indicates that the relationship between per capita income and the proportion of services employment lacks a theoretical base because of the heterogeneity within the service sectors.The structure change of the services employment in developed countries reveals that the main parts of services employment growth are the growth of employment in producer services principally involving business services and the growth of employment in social services principally involving education and health work.As things stand in China,we believe that services cannot absorb most of the surplus labor force in China's rural areas.It is not only feasible but also necessary to transfer the surplus labor force in China' s rural areas through developing labor-intensive manufacturing.
