摘要
文章提出从区域智力资本的理论框架出发研究东北问题。在对区域智力资本的涵义进行介绍之后,实证分析了东北地区的智力资本现状,提出了区域智力资本开发的基本原则,最后从区域人力资本、结构资本和关系资本三方面具体阐述了东北老工业基地振兴的战略对策。
This paper attempts to investigate the development of the northeast old industrial base within the theoretical framework of the regional intellectual capital. The paper begins with the definition and interpretation of the regional intellectual capital （RIC）, and then on the basis of an empirical analysis of the IC status quo of northeast region , puts forward the basic principle of regional Intellectual Capital development. Finally, the paper elaborates on some specific strategies for the rejuvenation of northeast old industrial base in terms of regional intellectual capital structural capital and relation capital..
