摘要
在分析了行政区划调整的背景和主要原因的基础上,以广州市近年来的城市行政区划调整为例,总结其成功经验,如保持历史文脉,相似相融;小区合并、大区分解;降低行政管理成本;对开发区的行政管理体制做了大胆探索;行政区划调整与城市发展战略规划相衔接等。分析了现行城市行政区划调整过程中需要关注的问题,包括国有资产的流失、行政设施的浪费、缺少经济推动的引导、行政区划面状蔓延而缺少长远规划和整体协调,并就我国现阶段大城市地区行政区划调整思路和方向进行了探讨。
With the expansion of urban economy and rapid urbanization in China, the development of cities is limited more and more by the narrow administrative region. As a result, administrative division adjustment becomes a main means for expanding the urban space. This study generalizes existing problems and new situations of administrative division during the course of the urbanization in China, including the need for developing regional economy and intensifying urban competition, the need for directing city construction and industry distribution, the need for resolving enclave economy and edge economy, and the need for reducing institution and decreasing administrative cost etc. As a ease of administrative division in Guangzhou City in recent years, this paper generalizes some successiul experience, such as maintaining history tradition and consolidating it which is alike, consolidating the small and breaking down the big district in order to decrease administrative cost, exploring the suitable administrative management institution, and founding a connection between administrative division and urban development strategic planning etc.. Then it analyzes some problems lying in administrative division, including losing national asset, wasting administrative installation, due to the absence of chronic planning and whole coordination, administrative division expanded like making a big cake. Finally, this paper holds that these following tasks must be carried out in the administrative division adjustment in the future, including that scientific analysis should be intensified in administrative division adjustment, that coordination must be considered between administrative division adjustment and urban planning, that the model and enforcement mechanism of administrative division in our country should be innovated to construct lively metropolitan area previously in a long run, that the renovation and reclamation in old community should be considered in administrative division, and that the law about administrative division should be set up and paid more attention to the public in administrative division.
