摘要
知识经济与全球化并称为20世纪中期以后人类社会所经历和正在经历的两场大革命。传统的政府管理因之受到挑战,知识密集型治理正在成为各国政府改革的新选项。作为公共事务管理的重要主体,政府官员必须回应时代要求,实现其角色转换。长期以来曾先后产生过很大影响的行政人、官僚人和经济人等三种关于政府官员行为方式和特征的分析框架,已在不同程度上凸显种种弊端。知识公务人理应成为政府官员角色跃迁的新愿景。探讨知识公务人的内涵、特征和再造途径及其意义,有助于推进我国重塑政府官员角色、优化公共管理与建构和谐社会。
Knowledge-based economy and globalization have been called two great revolutions experienced and been experiencing in human society since the middle of the 20th century, which challenge the traditional governmental management. Knowledge-intense governance is becoming the new option of governments in the world. As the important body of running public affairs, governmental officials must respond to the era demands and realize their role transition. For a long period, the analytical frameworks of administrative man, bureaucratic man and economic man have played important roles in related research. However, they are now being criticized for their problems and weak points to different extents. Knowledge-based public servant should be the new vision of the role transition of governmental officials. Thus, researching into the connotation, characteristics, significance of knowledge-based public servant will be beneficial to the efforts of reinventing governmental officials, optimizing public management and constructing China's harmonious society.
