联邦制度的发展需要多种社会因素以及多种政治因素的合力作用,政治文化便是其中的一种无形的重要的力量。政治文化包涵着对其发展前景的向往,倘若这种向往是积极的,人们将从中吸取巨大的精神能量,通过政治实践去推动其发展;反之,如果是消极的,则会阻碍其发展。
The development of federal system calls for joint cooperation of multiple social and political factors, in which political culture is one of the most important strengths. Political culture indicates an expectation of its developmental prospects. If the expectation is positive, people can get huge spiritual energy,otherwise,it can obstacle the development.
