摘要
本文从宏观基础、政治主导、利益平衡三个相互关联、相互制约的发展角度,剖析了社会环境导致的高校图书馆信息资源建设、观念等的变化,强调高校图书馆只有获得自身存在的社会价值,才能发展自我。
The paper analyses changes in information resource development and ideas of university libraries from three interrelated and interrestricted aspects： macroscopic foundation; political guidance; interest balance, and emphasizes that only by gaining social value can university libraries, develop themselves.
