摘要
随着社会公共事务的增多,警察权力也在不断扩大。规范和限制警察权已经成为当代立法的趋势。《治安管理处罚法》与《治安管理处罚条例》相比,在很大程度上规范了警察职权的行使,进一步保障了公民权利,在我国法制建设过程中起到了重要作用。
The police are an important tool of the country. The extent of the power is more and wider along with the increasing public affairs. To restrict the power of the police is a trend of altering the law. Law for punishing public offenses shall become operative as of march 1, 2006. The law restricts the power of the police largely, and safeguards the civil right for a fixed term. It plays an important role in the construction of legal system.
