摘要
自虚拟水概念提出以来,虚拟水贸易与虚拟水战略研究已经成为国际上的一个前沿研究领域。虚拟水战略可以成为一个平衡区域尺度的水赤字的有效工具。特别是对于经济发展内部不平衡、水资源分配模式与经济发展模式不一致的国家或地区,虚拟水战略尤为重要。虚拟水贸易对于那些水资源紧缺的地区来说,本身提供了水资源的一种替代供应途径,因此,虚拟水战略日益引起了缺水国家和地区政府和水资源管理部门的重视,并开始在水资源战略管理中应用。
＂Virtual water＂ is a new concept put forward in the field of water resource management. Now it has become a hot topic for discussion at various kinds of internatioal forums concerning water resource management. Because it has close links with water security and national security. ＂Virtual water＂ is not a real kind of water. It is realized by commercial trade and service trade. ＂Virtual water＂ concept has not only extended the research field in water resources but also established a new value in water resource management. Therefore it is regarded as an effective way to solve the water shortage problem.
