摘要
高等院校实施政府采购其目的就是为了控制采购成本,提高投资效益。政府采购作为政府的一项经济活动或者一种公共支出的方式,必然会在其活动过程中产生一系列成本效益。因此,降低政府采购成本,既是政府采购的目标,又是提高政府采购效益的基点。
The institution of higher learning implements its government procurement in order to control the purchase cost and improve the benefit of investment. That government procurement is regarded as an economic activity or way of a kind of public expenditure of the government will inevitablely produce a series of cost-effectiveness in the course of its activity . So, it is a goal of government procurement to reduce government＇s purchase cost, and a basic point of improving the government procurement benefit as well.
