摘要
研究表明,我国当前流动人口的计划生育管理中存在不少问题,如流动人口的计划生育率低、流动人口违法生育所占的比例高、对流动人口违法生育处结难等。本文从计划生育管理运行机制的角度着眼,针对现行的“两地”共管、部门配合和“三同”中的问题,提出推行“一地”管理,以目标责任和科学考评促部门协调,突出服务,“同”“异”结合。
Studies show that there are some problems in the administration of floating population＇s Fertility planning, for instance, the low Policy - obeying rate of fertility also the high proportion of illegal fertility, and the difficulty in dealing with illegal fertility. This paper focuses on the operating mechanism of administration of floating population＇s fertility planning, puts forward some counterpart suggestions.
