摘要
论述了对天然气长输管道沿线用户实行两部制气价的定价方法和目的,分析了实行两部制气价对长输管道沿线用户购气成本的影响,提出了应对两部制计价模式、减少购气成本的措施,即发展均衡用气用户和建设一定容量的储气设施,如内衬式岩洞储气库方式。
The pricing methods and objective of implementing two gas prices for users along natural gas transmission pipeline are discussed. The influence of the two gas prices on the cost of gas purchased by users along natural gas transmission pipeline is analyzed. The measures for dealing with the mode of two gas prices, and decreasing the cost of gas purchas are put forward, including development of balanced gas consumption users and construction of gas storage facilities with larger volume, such as lined rock cavern gas reservoir.
