摘要
作为WTO规则所允许的贸易救济手段,反倾销措施正发挥着以往关税和非关税壁垒的作用。然而,反倾销措施可能引发的一系列负面影响会弱化反倾销措施对本国进口竞争产业的保护效果,加大实施反倾销成本。反倾销中有必要权衡公共成本与公共利益,达到社会整体经济利益最大化。
Anti-dumping measure,as trade relief means that WTO rule allows,is playing a role of tariff and non-tariff wall in the past. However,anti-dumping measure may set off a series of negative influence. It will weaken protecting effect of anti-dumping measure for domestic industry, and increase cost of carrying out anti-dumping measure. It is necessary to weigh public cost and public benefit in putting anti-dumping measure into effect for maximum benefit of the whole society economy.
