摘要
我国是一个突发公共事件多发的国家,为有效应对,减少损失,我国政府加快了其应急机制的研究,提出了“党委领导、公安平台、快速反应、统一联动、各司其职”的突发公共事件处置原则。公安机关在处置突发公共事件中发挥着重要作用,是政府应急管理工作的平台,在应急机制中具有龙头和枢纽作用。
Our country is a country full of the emergencies. In order to deal with it effectively and decrease the lost, the government expedites to the research on it and bring forward the principle ＂ obeying the leadership of the party, offering the public security organ as the fiat roof, reaction quickly, action unitedly, answering for everyone＇ s work＂. The public security organ should play the key role in dealing with the public emergency, which is the flat roof for the government to manage the emergencies. In the action, the public security organ should play the hinge role.
