摘要
电力通信网可靠性关系到电网运行的安全稳定,建立电力通信网可靠性管理体系意义重大。由于电力行业业务需求不同于公网业务,电力通信网在可靠性管理上具有一定的特殊性,文章在对电力系统可靠性管理特殊性分析的基础上,按照电力通信网生命周期,对各个可靠性管理阶段,指出了设计可靠性、实施可靠性、运维可靠性、战略可靠性所包含的内容。同时对建立电力通信网可靠性分层体系结构、建立通信网故障、可靠性测度与评估方法及建立可靠性评估体系等问题进行了分析说明。
The reliability of power telecommunication network relates to the safe and stable operation of power network. Therefore, it is significant to establish a reliability management system of the power telecommunication network. Since the services required in power system are different from those in public network, the reliability management of power telecommunication network has its own particularities and characteristics. The paper points out the contents of design reliability, implement reliability, maintenance reliability and strategic reliability in different reliability management stages based on the analysis of power telecommunication network reliability management and telecommunication network lifecycle. It also analyzes and explains some important issues such as the reliability evaluation system of telecommunication network.
