摘要
首先回顾淮河流域的灾难历史，并简述建国以来的治淮成就。同时指出治淮工作的薄弱环节，即对水土保持重视不够，从而造成了严重危害。最后着重阐明８０年代以来的新历程，以及进一步强化淮河流域水土保持的建议。
The paper reviews the disastrous history of Huaihe basin and the achievements of the management obtained since liberation;indicates the weakness of the management i.e.the neglect of Water and soil conservation work which led to serious damage;describes the new successachieved in 1980's and suggests to strengthen the water and soil conservation work in Huaihe Basin.
