摘要
我国农村的贫困问题是由多方面原因造成的,但其实质应该是农民创造收入能力和机会的缺乏,即能力贫困。以此为出发点,对造成农民贫困的原因进行深入分析,认为农民在健康生存、教育和经济发展等能力上存在明显不足;提出了相应的政策建议。
China＇s rural poverty is caused by a variety of reasons, but the essence should be the lack of income-generating capacity and opportunity, which is capacity poverty. In this article an in-depth analysis of capacity poverty was made and it was believed that farmers in the health survival, the education and the economical development ability were obviously insufficient. Finally, the corresponding advice was put forward.
