摘要
通过分析国家医疗保险、社会医疗保险、商业医疗保险、储蓄医疗保险四种筹资体系下英国、德国、美国、新加坡四个发达国家医疗救助的具体政策,总结出各国医疗救助政策在强调政府责任、聚焦弱势人群、定位低层次、严格管理程序等政策制定、执行上的共同特点,以期为我国医疗救助的更好开展提供借鉴。
This paper summarized the common characteristics of government responsibility, vulnerable groups focus, low level location, and strict management process by analysis of medical aid policy details in England, German, the United States and Sin- gapore under the financing of national medical insurance, social medical insurance, commercial medical insurance, saving medial insurance. Those findings may provide some references for medial aid in our country.
