摘要
提出生态思想的概念和生态思想的两层重要涵义。认为洞悉过去、考察现在、预测未来、积极防御是生态思想的思维闪光点;大处着眼、小处着手、用养结合、集约高效是生态思想的实践闪光点。再在环境问题与环境管理的基础上,指出生态思想的两层重要涵义对环境管理有实现双赢原则、全程管理原则和超前管理三个方面的启发。
This paper points out the importance of the conception of ecological idea and brings forward its two significations on people＇s thinking and action in the environmental management.The first signification is to use the ecological idea as the guideline in thinking,which requires the discernment of the past, understanding of the present status, and prognostication of the future happenings,and most of all, the prevention of the environment from getting worse.This second signification is to use the ecological idea as the guideline for our action,which requires us to consider widely but implement of specific point, enforce protection with usage,advocate intensivism and high efficiency.Finally,this paper points out that the implication of the two signification of ecological idea for our environmental management is to achieve a win-win situation,on our new management concepts such as entire course management and advanced management.
