摘要
南水北调工程不同于一般的水利工程,需要构建新的移民政策和移民管理体制。为此,在分析南水北调工程征地移民工作的时代背景、特性和征地移民特点的基础上,就南水北调工程征地移民专用性法规和移民管理体制,特别是《南水北调工程征地补偿和移民安置暂行办法》确定的管理体制与政策要点,以及相关配套制度进行了阐述。
The South-to-North Water Diversion Project is not the same to the general water resources project, which needs establishing new resettlement policy and management system. Therefore, on the base of analyzing background, character of the resettlement, the thesis introduces the particular regulation and management system of resettlement induced by the Project, and focus on the system and policy items regulated by the Temporary Regulation on Land Acquisition and Resettlement of South-to-North Water Diversion Project.
