高校硬件建设项目的背后是师生员工,硬件建设是为高校事业的发展和广大师生员工的需要进行的,因此,在高校硬件建设的规划、建设、采购、验收等各环节要树立以人为本,坚持全面、协调、可持续的科学发展观,做到硬件建设的计划目标明确,建设的各环节制定的程序和操作规定符合管理的基本原则和市场经济规律和高等教育规律,从而获得好的管理效果.
Hardware construction is import and necessary to the sustainable development of the higher education which include both infrastructure and experimental equipment facilities. Humanity orientates, harmonically, overall and sustainable scientific development perspective should carry out the whole planning, construction and the purchase piocedure as well, visible target , detailed action planning, operation process should match the market economic regulation and the higher education requirements which are the key factors to win the target managerial effects.
