摘要
文章从我国石油资源的现状和利用战略出发,根据石油资源经营管理的目的及要素,认为我国石油资源应该由目前的矿权管理逐步向国际上的石油资源“按区块”管理发展,同时文中还阐述了国际上石油资源按区块管理的具体内容和主要方法,对于我国石油资源的管理具有重要参考价值。
Considering the status and the utilization strategy of petroleum resources in China, and according to the targets of petroleum resources management and administration, the author thinks that the petroleum resources management must shift from today's resource right management to internationally prevailed tract management. Meanwhile, the concrete contents and common methods for 'tract management' in the world is introduced, which is of great value for administration of petroleum resources in China.
